First i make a duplicate of background layer.
Change blending mode normal to overlay then apply a high pass filter.
Then increase or decrease the radius according to your image.
I apply almost 4.3 because my picture look beter on 4.3 densty or then i hit okay.
Check the difference before and after.
Create a new layer of hue and saturation.
I reduce almost -12.
Then again i create a new layer of viberence or reduce the saturation -15.
Go to adjustment or open a new layer of exposure or increase the offset to your preference.
Open a gradient fill or select black color for gradient.
Then apply reverse or change into radial and adjust the scale according to your image.
Open a curves layer or follow my steps.
Create a new transparent layer.
Ctrl + t to transform or adjust the size of light.
Blending mode change to overlay.
Open color lookups filter or apply tealorange effect and low the opacity of layer according to your image.
Create a new layer of solid color or select blue color or num is 033b6b.
Change into exclusion or reduce the opacity to 15.
