First we make a duplicate of background layer.
Go to the filter option and apply a high pass filter.
Add radius according to your image.
Change blending mode normal to overlay.
Create a layer of exposure and add little bit.
Make a new layer of vibrance reduce vibrance and saturation.
Make a new layer of gradient fill and select black color then changes in radial and reverse it or adjust the scale almost 232.
Create a new layer of curves and add noise around the model.
Again create new layer of curves or add blue color around the model.
Create a new transparent layer or add white light.
Blending mode change normal to overlay.
Make a new layer of solid color or add dark brown color or changes into soft light or lower the opacity almost 40%.
Create a new layer or again add solid color or change blending mode normal to lighter color then reduce the opacity according to your image.
Create a new layer of photo filter or add deep blue color.
