Ctrl + g to group both layers.
Shift + Ctrl + Alt + e to combine all layers.
Ctrl + J to duplicate of image.
Select baby by quick selection tool.

Add a layer mask to selected layer.
Then refine edges of baby.
Select the baby portrait by holding ctrl and click on mask.
Expand the selected area by using modify or expand.
Off the top layer or select the bottom layer go to the fill option or apply content aware on bottom layer.
Blur background by using tilt shift blur.
Remove blue or add sun shiny color by using curves.
Add brightness only on face by using brightness tool then invert or select soft brush then painted on face where you want brightness.
Create a new transparent layer for adding light and then blending mode normal to overlay.
Create a new layer of gradient fill or select black colors.
Shift + Ctrl + Alt + e to merge all layers.
Open your image in camera raw filter or follow the steps.
